Perak State Contributions Drainage was established with the approval of the State Executive Council No. 1634 which was convened on 22 September 2010. It is one of the State Government's efforts to boost revenue in the State.
Perak State Drainage Contributions Committee, chaired by the Executive Council and Chairman of the Local Government Committee and is comprised of members of the State Secretary, State Financial Officer, Director of JPS Silver, Principal Assistant Secretary, Local Government, the Director and Deputy Director of EPU and JPS Perak as secretary.
Legislation allowing contribution of drainage levied on developers is Section 51 (3), (4) and (5) of the Street, Drainage and Building Act 1974, local authorities with the power of the State Authority (SA).
Rates agreed by MMK for the collection of drainage contribution charges to be paid by the developer is RM5, 000.00 per acre for Ipoh City Council, RM4, 000.00 per acre for the Municipality and RM3, 000.00 per acre for District Council. Drainage Contribution Fund is subject to the Contribution Trust Account Drainage procedures for which it is specifically designed to be used to defray the expenses related upgrading the drainage system in the State.
JPS Perak as the secretary is responsible for managing meetings and correspondence, collecting and monitoring information collection and distribution of money donated by drainage. Drainage Contribution Committee shall meet at least two (2) times a year and the quorum of a meeting shall be at least four (4) members.
In the year 2011, the contribution Drainage had met 2 times. The first meeting was held on 20.05.2011 and the second meeting is on 22.12.2011. The meeting discussed about the donations received from local authorities , project proposals for approval to use the drain contribution money to the allocated local authorities and exemption applications of drainage contribution. Meetings usually ended with a local press conference to update the Drainage Contribution Committee and interest in addressing the flooding problem with upgrading works can be carried out by local authorities using the donation money
