Management Services Division

The Management Services Division is led by the Deputy Director I of the Perak State JPS. As a division that provides support services to JPS Perak, it is divided into two main units, namely the Administration Unit and the Finance Unit.

Administration Unit

Vision 
Creating efficient and effective human resource management towards excellence in the JPS Perak delivery system.

Mission 
Planning and managing quality human resources towards achieving the vision of JPS Perak.

Objective

  • Ensuring that all matters related to staffing, services, and HRMIS are managed efficiently and orderly.
  • Ensuring that all general administrative matters, including filing systems and correspondence, are managed systematically and efficiently.
  • Ensuring the management of movable assets and stores is carried out according to the Government Movable Asset Management Procedure and the Store Management Procedure.

Function 
In summary, the Management Services Division functions as a support section that manages services, staffing, retirement, financial affairs, general administration, and the secretariat of meetings and official department councils. In line with the department's development and the increasingly complex functions of the department, this section also needs to be restructured and reorganized to effectively fulfill its role in realizing the department's vision. The Management Services Division functions for the following matters:

1. Managing all matters related to the services as follows:

  • Confirmation of appointment
  • Confirmation in position and granting of pension status
  • Extension of the probation period
  • Setting the starting salary
  • Leave matters
  • Salary Change
  • Resignation/retirement
  • Retirement
  • Managing all aspects related to discipline, promotions, nominations for honors, and acting assignments. 

2. Managing the Asset Declaration Report, security clearance applications, and coordinating the Annual Performance Evaluation Report for JPS Perak.

3. Updating data in the HRMIS application system.

4. Managing movable assets of JPS Perak according to Treasury Circular No. 5/2007.

5. Secretary for meetings such as MBJ, Human Resource Management Panel, and Departmental Governance Integrity Committee Meeting.

6. Managing departmental shared files, circulating departmental letters, and file disposal.

Finance Unit

Vision
Establishing a Financial Management System based on integrity and a culture of excellence.

Mission
Implementing the financial management system efficiently and effectively towards realizing the department's vision.

Objective

  • Ensuring the JPS Perak Management Budget is planned, prepared, and managed according to needs and priorities.
  • Ensuring the Financial Management of JPS Perak is carried out in accordance with the applicable financial regulations efficiently and prudently.
  • Ensuring all Payment Processes are carried out within 10 days for state allocations and 14 days for federal allocations.
  • Ensuring the maintenance and preparation of updated, accurate, and orderly JPS Perak accounts.

Function

  • Preparation of the annual budget for JPS Perak.
  • Issuing Small Allocation Warrants to the District.
  • Managing the needs for transferring/adding JPS Perak allocations.
  • Management of Government Orders and payment of JPS Perak vouchers.
  • Control of the Expenditure Vote Book Managing and Developing State and Federal Allocations.
  • Sale of quotation and tender documents.
  • Maintenance of Deposit Trust Accounts.
  • Secretariat for the Financial Management and Accounts Committee Meeting.
  • Maintaining financial control records in an updated and orderly manner.

Customer Charter

  • Distributing all small allocation warrants within five (5) days from the date of receipt of the warrants.
  • Prepare the Operating and Development Budget Estimates for the following year before the end of March.
  • Payments are made within six (6) days from the date of receipt of complete documents.
  • Ensure that travel claims and overtime allowances are paid within ten (10) working days from the date of the complete application.
