Mechanical and Electrical Services Division
Introduction
The Mechanical and Electrical Services Division (BPME) is one of the divisions under JPS Perak that plays an important role in executing functions and determining the success of the department. BPME is specialized and responsible for carrying out work in the mechanical and electrical fields. The services referred to are as follows:
(i) Planning, design, procurement, implementation, and monitoring of all M&E systems and equipment in the department.
(ii) Installation, maintenance, upgrading, and technical advice for all M&E systems and equipment.
(iii) Assisting in managing the department's M&E assets.
Among the core and essential main services are the maintenance, development, and care of Water Gates, Water Pumps, Automation and SCADA Systems, machinery and plant management, energy and electrical efficiency, as well as occupational safety and health management services.
Objective
To provide professional and high-quality Mechanical and Electrical consulting and management services towards customer satisfaction, good engineering practices, and environmental compatibility. Among them are:
Managing the operation and maintenance of plants and mechanical and electrical system equipment effectively, as well as conducting efficient and precise performance monitoring and control.
Providing mechanical and electrical research and development services towards new technologies to maximize output.
Creating efficient interactions and providing professional technical advice to customers regarding mechanical and electrical equipment systems at related plants.
Development of the latest information management system related to plants and mechanical and electrical equipment to meet departmental needs.
Coordinating and integrating Mechanical & Electrical techniques and work, as well as aligning work management with the District JPS and other agencies.
Enhancing and developing a competent human resource base capable of performing tasks excellently and effectively.
The procurement and disposal services of Mechanical and Electrical Assets according to needs and regulations.
Function
i) Procurement of suitable machinery and mechanical equipment, as required by the Department from time to time.
ii) Improvement and repair of the Department's mechanical equipment and machinery (vehicles, heavy machinery, pumps including stationary and mobile pumps).
iii) Design and/or assembly, commissioning, testing, and repair of all Sluice Gates and their components under the scheme of the Department of Irrigation and Drainage.
iv) Design, commissioning, testing, and repair of all pumps and pump components within the Irrigation and Drainage Department scheme.
v) Design, commissioning, testing, and then maintaining all mechanical devices used by the Department
vi) Managing all selected mechanical engineering items.
vii) Training and skill development program for Department staff in managing and maintaining Department mechanical items.
viii) Conducting research and development with the aim of improving and modernizing the Department's mechanical engineering inputs to maintain effectiveness in meeting the Department's needs.
Tasks and Responsibilities
Planning, managing, controlling, monitoring, and updating the operations and maintenance work of Mechanical & Electrical at the Perak State Irrigation and Drainage Department.
Planning, designing, and supervising the implementation of development projects.
Planning, managing, coordinating, updating, and monitoring the expenses of Development Allocations and Operating Expenses Managing and preparing monthly/annual reports on development work and management and other related matters.
Activity
Providing Expert Advisory Services on Mechanical & Electrical Activities.
Review and upgrade the existing pump house and control door systems to an automated system.
Implementing the 'Schedule Maintenance' program to ensure M & E equipment is in good condition and operational.
Conducting supervision and 'Technical Auditing' for M & E projects carried out at the State JPS.
Implementing a collaborative program with the BPM Pump Testing Center in Ipoh to test the efficiency level of the 'Performance Test' on the existing pumps at the JPS Perak pump house.
Conducting a review of the sluice gate design in accordance with the current environmental conditions using new materials and methods.
Providing Consulting and Management services for M & E works for each related project for the Perak State JPS.
Providing guidelines, manuals, and other documents as 'Terms of Reference' for M&E projects.
Provide comments and feedback on draft documents for M&E work in accordance with customer requirements.
